On October 9, 2025, the Shanghai Municipal Medical Products Administration issued a notice to strengthen the supervision and administration of cosmetic quality, regulate market order, and ensure the safe use of cosmetics by consumers. The Shanghai Administration organized a quality supervision and sampling inspection of cosmetic manufacturing and distribution enterprises in Shanghai. A total of 15 batches of cosmetics were found to be non-compliant.

The non-compliant cosmetics include body wash, hair dye cream, styling spray, among others. The non-compliant items involved include total bacterial count, ingredient consistency, phenol, minoxidil, piroctone olamine, methanol, etc.

Shanxi Provincial Medical Products Administration Notice on Three Batches of Non-Compliant Cosmetics

On October 11, 2025, the Shanxi Provincial Medical Products Administration issued a notice regarding the cosmetic sampling and testing conducted in Shanxi Province in 2024. According to the testing results from the Shanxi Testing and Inspection Center (Shanxi Institute of Standardization and Metrology), a total of three batches of body wash products were found to be non-compliant.

The non-compliant items were all related to physicochemical testing of cosmetics—specifically, the presence of a mixture of methylchloroisothiazolinone and methylisothiazolinone with magnesium chloride and magnesium nitrate (in a ratio of 3:1 for methylchloroisothiazolinone to methylisothiazolinone).

Jiangxi Provincial Medical Products Administration Announcement on the Third Batch of Cosmetic Supervision and Sampling Inspection in 2025

On October 16, 2025, the Jiangxi Provincial Medical Products Administration issued an announcement stating that, in accordance with the 2025 Provincial Cosmetic Supervision and Sampling Inspection Work Plan, continuous supervision and sampling inspections have been carried out across the province, covering both production and distribution stages of cosmetics.

In this batch of inspections, a total of 12 batches of cosmetics were found to be non-compliant, including 6 batches of hair dye cream, 2 batches of sunscreen cream, 2 batches of sunscreen spray, 1 batch of shampoo, and 1 batch of body wash. The non-compliant items involved include phenylmethyl pyrazolone, toluene-2,5-diamine sulfate, m-aminophenol, 2-methylresorcinol, 2-amino-3-hydroxypyridine, and N,N-bis(2-hydroxyethyl)-p-phenylenediamine sulfate, etc.

Jiangsu Provincial Medical Products Administration Notice on 17 Batches of Non-Compliant Cosmetics (2025, No. 5)

On October 24, 2025, the Jiangsu Provincial Medical Products Administration issued its fifth notice of the year, announcing the results of cosmetic sampling inspections conducted in accordance with the annual inspection plan. Sampling was carried out across various cosmetic manufacturers and distributors throughout the province. A total of 17 batches of cosmetics were found to be non-compliant with regulatory standards.

On October 31, 2025, in accordance with the Hunan Provincial 2025 Cosmetic Sampling and Testing Plan, the Hunan Provincial Medical Products Administration conducted sampling inspections of cosmetic products manufactured and distributed across the province. One batch of acne treatment essence water was found to be non-compliant. The non-compliant ingredients detected were metronidazole and chloramphenicol, both of which are prohibited for use in cosmetic products.

On October 20, 2025, the NMPA released the results of a recent surprise inspection conducted on Gansu Dashouyin Rose Technology Co., Ltd. The inspection revealed that the company had violated relevant provisions of the Regulations on the Supervision and Administration of Cosmetics and the Good Manufacturing Practices for Cosmetics. Serious deficiencies were found in the company’s production quality management system. As of now, the Gansu authority has initiated a formal investigation, ordered the company to suspend its production and business operations, and required it to carry out corrective measures to address the identified issues.

Guangzhou Completes Special Sampling Inspection of 2,066 Cosmetic Batches-40 Found Non-Compliant

On October 24, 2025, the Guangzhou Municipal Administration for Market Regulation announced the results of its 2024 Special Sampling Inspection Program for Cosmetics. A total of 2,066 batches of cosmetics (including enforcement sampling) were inspected citywide. Among them, 2,026 batches met regulatory requirements, while 40 batches were found to be non-compliant.

Linxia, Gansu Launches One-Month Special Inspection on Online Cosmetic Sales and Beauty Service Venues

In recent days, the Linxia Prefecture Administration for Market Regulation in Gansu Province has carried out a one-month special inspection targeting cosmetic e-commerce operations and beauty service establishments within its jurisdiction.

Following the principle of “consistency between online and offline operations”, the inspection focused on several key areas:

  • Identifying and documenting all entities engaged in online cosmetic sales and beauty services to establish a comprehensive regulatory ledger;
  • Investigating and removing counterfeit cosmetics, unlicensed cosmetic production, unregistered or unfiled products, non-compliant products that fail to meet mandatory national standards, and those under sales suspension—especially those sold or used via online platforms and beauty salons;
  • Cracking down on illegal advertising, particularly misleading claims suggesting medical efficacy or other prohibited indications related to cosmetic functions.
